Explanation 

You are trying to fix the start date of an operation that belongs to a synchronization group, but this group contains a completed operation. Moving the selected operation implies moving the entire synchronization group, and this is impossible because the completed operation cannot move. 

The application has canceled the action.

Action 

Before you can fix the earliest start date of the operation, you need to remove the completed operation from the synchronization group. 

To do so, relax its "memory of the past" constraint. The information is in table B_BT, field BT_MEM.
