Explanation
When allocating operators, the application found a requirement for a skill on a machine that is greater than the maximum number of operators that it can allocate to this machine. Consequently, operator allocation covers only part of the requirement.
Action
1: Verify the number of operators required for this skill on this machine, both for manufacturing and setup. The relevant tables are B_AFCA and ENC_CAD_QUAL (if the requirement depends on the usable machine) or B_AFQU (if the requirement is not available at the usable machine level).
2: Verify the maximum number of operators you can allocate to the machine. To do this, calculate the sum of the operators with the skills that the machine can use.
The list of skills that you can use for the machine is in table B_AFQU (for requirements by machine), or in tables B_AFCA and ENC_CAD_QUAL (for requirements by usable machine).
For a non-nominative skill, the maximum number of operators that you can allocate to a machine is the maximum number of operators with this skill. For a nominative skill, the operators that you can allocate are those with efficiency > 0 on this machine. This information is in table B_AFOP.
