Explanation
Labor allocation failed, most likely because labor requirements are inconsistent with the capacity of the skills.
Action
Make sure that the labor requirements at operation and machine level are compatible with the skill capacity.
If available, verify the AFF_OPER.ERR file.
erify load and capacity data from the Labor chart. You may also verify whether the operator calendars are consistent with the machine calendars, and whether capacity changes conform to the maximum number of operators at skill level.
